Stage the repository controls required before Tetragon changes from shadow to provider authority. Add retained main, trunk, and tag protections for binjovi-bot. Add trunk to the real-time Codeberg backup and permit the release train rebase method. Keep the current pipeline-bot collaborator until the authoritative release and deployment proof is complete.

Proof: tests/binjovi.sh, tests/gitmirror-fleet.sh, and the full tests/check.sh pass.
