Final registry ownership step. Release this PR immediately after Pipelines PR #2123 retires its root copy. The child Application spec matches the live CR, keeps Prune=false and PruneLast, and the Zot test suite has no bootstrap skip.

feat: adopt the registry Argo CD application ... efe9fcec90

Move the singleton child Application under zot-argocd, remove the bootstrap snapshot tool, and make the adoption contract non-skippable. Release this change immediately after Pipelines retires its root copy.
