Linux Release stops when it publishes the ARM64 kernel because the registry has no publisher grant for seanfarm/linux-kernel-arm64. Add the same exact read/create/update grant as the other Linux artifacts. Candidate and wildcard permissions stay restricted.
Validation: the repository grant check failed with the old policy, then passed after the fix. All tests/check.sh checks pass.
