Allow the trusted Binjovi builder-images publisher to create and update the three image repositories introduced by builder-images PR #153. Keep delete access excluded and keep the wildcard policy unchanged.

Red: the publisher guard failed when these repositories were absent.
Green: the focused guard and full repository test suite pass.
