Add the exact build/node-image-tools repository to the existing builder-images publisher policy and its checked repository set. Publication of the additive native tool image failed because this new repository had no writer grant. The publisher receives the same read/create/update actions as its sibling tool images; delete remains excluded.

The publisher guard passes with the expected set expanded from 31 to 32 repositories, retaining the existing negative controls.
