feat(hetzner-builder): new AlmaLinux image with baked hcloud + ssh ... 263531a3f6

Single-responsibility cloud-provider builder (memory single-responsibility-builder-images):
hcloud does NOT belong in kernel-builder (the compile toolchain). node-snapshot-bake
does no compiling — only hcloud + ssh — so it moves to this image. Bakes AlmaLinux 10
+ hcloud 1.49.0 (pinned curl + sha256, drops the runtime github fetch) + openssh-clients
(drops the runtime 'dnf install openssh-clients') + curl/jq. Builder user 914, pkg-cache
routed. The node-snapshot-bake repoint rides a companion seanfarm change once this releases :v1.
