Recovery change: remove the completed retirement declaration. All 29 project definitions are identical to the active PostgreSQL catalog at 96c34c837e. The runtime otherwise repeats the retirement check and fails readiness on every replica. Keep the test that prevents retired projects from returning; remove the assertion that pins a transition declaration forever.

The user authorized this catalog recovery because the normal release API returns 502. Validation: make check and Binjovi PlanBundle schema validation pass. The runtime fix is sean/binjovi#1267; the pending mobile change is sean/binjovi#1266.
