Every package lane published through a publisher image that named minio.minio.svc.cluster.local; v9 is the same image on http://rustfs.rustfs.svc.cluster.local:9000 (builder-images #259, digest read back from the registry). feat(packages): publish with binjovi-package-publisher v9, which writes to RustFS

Every package lane staged and published through a publisher image that
named `minio.minio.svc.cluster.local` eight times (v6 for zdns and zerotea,
v8 for zelnet and the four IBM i RPG projects). v9 is the same image with
every endpoint on `http://rustfs.rustfs.svc.cluster.local:9000`, built and
signed by builder-images #259; the digest was read back from the registry
before it was written here.

This lands back-to-back with the seanfarm change that repoints the lanes'
`binjovi-native-*-s3` Secrets at the RustFS keys: a lane with a RustFS key
and a MinIO publisher fails, and so does the reverse, so the two ship
together and the package lanes are idle in between.

The `version` field on each project is its schema version, not a
generation counter, and does not change.
