RPG release package upload still used the removed minio.minio service and failed after the native freeze. Point the shared IBM i artifact helper at the RustFS endpoint already declared in object-store.json.

Validation: a storage-boundary regression test fails with the old address and passes with RustFS. make check passes. No credentials, policies, or native objects change in this fix.
