Allow an IBM i recipe to declare an application database installer and an explicit source file list. Check validates the files before native work. Release packages deterministic text payloads with file digests and the accepted revision. Deploy verifies and runs that frozen installer for the declared target before copying programs, then requires fresh target evidence.

The installer remains reviewed application code. Its native checks must prove ownership, empty creation, and preservation of existing rows; this adapter does not infer data migrations.

Validation: make check passes, including eight payload controls for changed bytes, wrong revisions, unsafe paths, wrong libraries, and stale evidence. The existing Deploy runner tests pass with mocked IBM i calls. The Munchers database increment will exercise the enabled path on pub400.
