Use the published multi-platform ibmi-builder v17, cast-render v8, and package-publisher v10 images for rpg-hello. The ARM agent selects ARM64 from each pinned image index. Keep the other RPG projects on their current tool versions.

Validation: make check passed. Registry readback confirms linux/amd64 and linux/arm64 in each pinned image index. Builder image checks passed for the terminal client, video encoder, and package round trip on ARM.
