This file said Binjovi retained the embedded rustfs-tenant deployment target as
a compatibility and recovery route, and that automatic catalog Deploys were only
suppressed. Neither is true now.

sean/binjovi #1738 removes ObjectStoreReconciler.automatic_target/3, the last
code that could give a catalog release a storage target. It had been dead since
the embedded catalog project took deployment_targets: [] the day before
(2026-09-12).

A failed generation is repaired by the reconciler, or by the
POST /api/v1/object-store/rustfs-tenant/reconcile request this file already
documents — never by releasing this catalog again.

scripts/check passes: 19 identities, 10 buckets, 26 negative controls.
