Move Seanfarm Build, Release, and Deploy to the native GitOps route.

Use ordered changed-path groups. A Binjovi control-plane change runs only its complete contract set, renders only the Binjovi root, waits only for the Binjovi Flux Kustomization, and uses a two-second readiness sample. The repository guard catalog is separate so tests/check.sh does not select the full platform graph. Unknown paths fail closed.
