Publishes plan bundle v11. Admission build and unit work use the typed native buildkit_solve.v1 path. Release integration remains on Shipwright. Deploy remains functional verification.\n\nChecks: make format; make check.\n\nHOLD: merge only after the sean/seanfarm, sean/ory, and sean/binjovi dependency PRs are deployed and verified. Before activation, /health/execution must report the exact expected agent revision and image digest.
