Activate Linux ProjectRegistry v23 and the exact-revision native BuildKit recipe. Kernel source stays in the cluster, pinned kernel-builder9 compiles the full kernel, and built-config/BTF gates check requested settings including PREEMPT_LAZY. This initial slice is compile-only; Linux Release refuses before merge until bootc publication and node rollout are ready. No Pipelines or Argo fallback. Requires Binjovi357 already running; both delivery gates must pass before this plan Release. Validation: make check and built-config positive/negative tests pass. Rebased on catalog f9c292f preserving platform and other project work.
