feat(sysadmin): NO_OFFSITE — exclude the dev box from the codeberg backup ... 3986c3e051

Sean, 2026-08-18: at ~2.65 GiB per version sysadmin held a third of
the 25 GiB packages quota alone. zot + Dockerfile reproducibility are
its durability; the promote backup leg skips marked images and the
prune's RETIRED_CONTAINER list deletes stray copies.
