feat(scripts): lint-kernel-cache -- pin the ccache wiring in CI ... a835aa896e

The kernel build cache regressed silently once (2026-06: ccache 4.x
XDG path vs the 3.x mount target -- 0.9% hits for weeks while every
line looked right). Five pins, each a named FATAL: the cache mount
with its pinned id, CCACHE_DIR=/ccache, the masquerade PATH, the
ccache -s stats print, and the pinned KBUILD_BUILD_TIMESTAMP.

Runs in CI through the pipeline-build-images prepare gate (the same
[ -f ] activation as lint-no-runtime-fetch.sh; pipelines PR 2070 adds
the hook).
