Add a preflight-only registry check that commits and reads five small OCI blobs before the sustained read-only availability window. This reproduces the Zot BLOB_UPLOAD_UNKNOWN failure path that catalog and manifest reads cannot detect.\n\nAll eleven builder-image guard scripts pass locally.

Add a bounded preflight-only OCI blob commit and read check. The sustained availability window keeps read-only checks, so each release creates only five tiny probe blobs.
