feat(operator.mk): canonical shared Makefile scaffolding for the operators ... 9124340ad4

Tool pins + installers + core dev-loop targets, with tool versions
DERIVED from go.mod (ENVTEST_VERSION from controller-runtime;
ENVTEST_K8S_VERSION minor-only from k8s.io/api — envtest archives don't
exist per-patch, bit live on 1.35.2). Operators vendor a copy behind a
short project Makefile; pipeline-lib-bump re-syncs the copy from every
lib release tag (companion pipelines change), ending the silent
toolchain drift class (kratos: release-0.19 + golangci v1.54.2 vs the
fleet's derived + v2.8.0, unnoticed for months).
