feat(config): CONFIG_SHUFFLE_PAGE_ALLOCATOR=y - randomize page-allocator freelists ... a88b25f95f

sf40 hardening probe for the third timed roll. Randomized free-page
order degrades cross-allocation heap grooming. Direct-map fragmentation
cost is acceptable on this fleet.
