Summary

copy the released Pipelines obsbucket source bytes into a dormant olly handoff path
preserve the credential-bearing ExternalSecret, MinIO identities, Retain policy, consumers, and Sync Job
add an Application contract outside the live apps/ root so this change cannot create a second owner
document availability dependencies and the ordered in-place source handoff
