Adds exact JWT-only Oathkeeper routes for native agent lease, renewal, log upload, and completion calls. The routes require the binjovi.agent scope and do not accept cookies or anonymous access.\n\nChecks: bash tests/check.sh.\n\nDependency: sean/seanfarm native BuildKit infrastructure and OAuth client must be live first. Do not activate sean/binjovi-plans v11 until this rule and the Binjovi server are live.
