Add six signed-service-only routes for node enrollment, heartbeats, journal bootstrap, fenced effects and bounded logs. No operation creation or arbitrary command route. Red-green route tests and the full Ory check suite pass. Required for native Linux rollout; no SSH or new cloud resources.
