Add the explicit pipelines|binjovi control-plane mode. Binjovi mode retains only Forgejo branch and tag governance, removes Argo execution objects, and rejects legacy PipelineRelease requests.\n\n---\nClosed as superseded: merged PR #2117 delivered the current Binjovi control-plane handoff.
