Add spec.controlPlane. Binjovi mode removes Pipelines execution objects, retains scoped Forgejo governance, uses binjovi-bot and binjovi/ci, and rejects legacy release requests. Also repair the non-vacuity guard after intentional fleet retirements. Supersedes #2090.
