Removes the Olly Project, Target, and DeliveryPolicy after Binjovi exact-head and combined-release proof. This closes the dual authority that overwrote the Binjovi provider guard.

Break-glass recovery record: release pipelines-ship-xzbn8 selected stale rollback PR #2088 through --all-green and stalled on missing exact-head Build pipelines-build-87ba48daac84. PR #2088 was closed and was not merged. The stalled intent was removed so the replacement release can select only PR #2115.
