fix(dashboard): repoint pollers workflows-alice -> workflows (Stage 3) ... a49e7150aa

The wf-poller + build-meta-poller sidecars still queried workflows-alice, so the SPA sidebar
(/api/projects), wf-status, and live-logs went stale after CI moved to workflows -- rpg-*/zelnet
dropped off the nav because they hadn't run in workflows-alice this cycle. Flip all 8 poller
queries to workflows + bind the live pkg-alice pkg-host-dash SA to zelnet-workflow-reader in
workflows. Display-only; the build/release/deploy panes read Change CRs cluster-wide (always correct).

This pull request has changes conflicting with the target branch.
