chore(staging): open v0.1.22-dev dev cycle 8b3d6c19ee

fix(dashboard): uniform row shape/type per pane; drop build version-suffix + releasable tag 8e563661ac

Every row in a pane now leads with ONE identifier type: Build + Deploy rows a
12-char commit sha, Release rows a vX.Y.Z version — never a mix. Build rows no
longer append `· vX.Y.Z` (which showed only when the built commit sat on a clean
VERSION, i.e. release commits, so the Build pane mixed `sha` and `sha · version`
rows). Release rows never fall back to a bare sha. Also removed the green
`releasable` tag from build rows (the status.releasable flag stays on the CR; it
just isn't rendered) and the matching `version` line from the Latest-build card.

The version a build might be released AS is a Release-pane property, not a build's
identity — this re-sharpens the Build/Release line the Change model draws.
