The last codeberg dependency in an execute path: the first seanfarm33 release attempt died at the snapshot-manifest PUT (413). Durable pkg/linux-snapshots copy (no lifecycle) + workflows-bucket reader copies now gate; codeberg keeps bounded retries + the write-once collision refusal but exhaustion defers instead of failing the kernel. 129/129 guards.

In-cluster first. The first seanfarm33 release attempt died at the
snapshot-manifest codeberg PUT (HTTP 413, the packages quota) — the
last codeberg dependency left in an execute path. The MinIO copies
already existed but ran AFTER the codeberg gate and only in the
workflows bucket, whose blanket 3-day expiry makes them non-durable.

Now: a pkg/linux-snapshots durable copy (no lifecycle rules) plus the
existing workflows-bucket reader copies gate the release; the codeberg
PUT keeps its bounded retries and write-once collision refusal but a
transport/quota exhaustion defers the offsite backup instead of
failing the kernel.
