Delete branch "fix/marker-files-no-rebuild"
Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
HEAVY/NO_OFFSITE markers excluded from changed-image derivation; the sysadmin marker alone failed release kzwh4 demanding a rebuild of unchanged content. url-credentials allow-list line repinned for the shift.
HEAVY routes the build backend and NO_OFFSITE gates the codeberg backup leg -- neither changes a produced byte, so neither may demand a VERSION bump or a rebuild. The sysadmin NO_OFFSITE marker alone failed release kzwh4 ("images/sysadmin/ changed but VERSION not bumped"), wedging the node-bootc timer-mask release behind a 2.65 GiB rebuild of an image whose content was untouched. Markers are now excluded from the changed-image derivation.
