Remove the active Bytey PipelineProject, marker delivery policy, target, ConfigMap, Argo ignore rule, and Pipelines RBAC grant after the successful Binjovi release proof. Preserve the immutable historical no-op target. Keep the shared marker executor scoped to the three active Zig targets.
