Binjovi released libseanfarm-operator v0.4.17 and now owns its Build and Release authority. Remove the duplicate PipelineProject after the completed provider-policy handoff. Keep shared renderer fixtures and Go library consumers unchanged.

Proof: 138/138 Pipelines guards pass.
