Binjovi now owns Ory Build, Release, and Argo CD Deployment records.

This removes the Pipelines Project, Target, and DeliveryPolicy after the exact-head shadow Build and final Pipelines release. Shared Ory consumers remain.

Proof: bash tests/check.sh passes 141/141 guards.
