Preserve every tagged and untagged manifest while reclaiming only orphaned blobs after a 24-hour safety delay.

Validation:

• 141/141 repository guards passed
• embedded Zot JSON parsed successfully
• the live Zot v2.1.15 binary accepted the rendered configuration with zot verify
• kubectl kustomize bundle/registry succeeded
