Complete the Argo Workflows source transfer after v0.1.1 of sean/argo-workflows took ownership of the operational contracts.

enable pruning on the existing Application
remove bundle/argo-workflows
move runtime checks to the destination and retain only Pipeline template override checks
add immutable pipelines-development-v4 intent without Argo Workflows or BuildKit
update extraction records

Red: the handoff guard rejected prune=false and the old bundle; the v4 guard rejected the absent target.
Green: 142/142 Pipelines guards pass, with apps and project bundles rendering successfully.
