release: v0.1.3 — stop CI firing on ephemeral _devbump/rollback branches f26021cc5d

Every release's devbump pushes _devbump/vX.Y.Z-dev and deletes it seconds
later (after its ff-merge to staging). The pipelines CI sensor — written in
the repo's versionless era — lacked the _devbump/ exclusion zelnet's sensor
has (and the rollback- exclusion seanfarm's has), so CI cloned the deleted
branch, failed with git exit 128, and left a label-less red '—' BUILD row on
EVERY release. Add both exclusions; junk rows stop at v0.1.3's own devbump.
