feat(gate): generic tests/check.sh repo-guard hook in pipeline-validate-flux ... 9ae505f555

Mirrors pipeline-validate's repo-script hooks for the gitops-flux
taxonomy: a repo-vendored tests/check.sh runs on the validated checkout
(bash/yq/kustomize toolbox), failing before MANIFEST smoke=pass so the
merge blocks. exit 2 = SKIP per the tests/ convention. Unlocks
platform-seanfarm repo-local gates (fmt/%s arg parity, XRD
required-vs-properties) — that repo previously had zero CI guards.
