feat(libbump): remove the pipeline-lib-bump CWT (step 2/2) ... bccaceae48

Lib bumps into the downstream operators are done by hand now. Step 1/2 dropped
spec.libBump from the libseanfarm-operator PipelineProject (v0.1.187) and
sean/pipelines-operator removed the operator-side libBump capability + the
-libbump sensor (v0.1.42), so nothing references the autoland CWT anymore.

This step deletes the now-orphaned machinery:
- templates/base/pipeline-lib-bump.yaml (the go.mod autoland ClusterWorkflowTemplate)
- its templates/base/kustomization.yaml entry

The check-emittable-templates tripwire stays green: operator main (v0.1.42) no
longer names pipeline-lib-bump, so it is out of the referenced set (verified:
21 referenced templates all defined among 30 CWTs). Full check.sh suite green.

This pull request has changes conflicting with the target branch.
