feat(deploy): repoint pipelines onto argocd-platform (platform-collapse P1) ... 5b918d0df6

apps/ child Apps + projects + repo Secrets, the pipeline-deploy sync-gate RBAC +
argocdNamespace default, and the pipelines PipelineProject CR move from the
per-tenant argocd-alice to the cluster-singleton argocd-platform. Workload
destinations (pkg/workflows/operator-system) unchanged.

This pull request has changes conflicting with the target branch.
