Portal Observability card for the Tetragon runtime-security Grafana dashboard (grafana./d/tetragon/tetragon), guarded by check-tetragon-portal.sh. Recut of the 07-24 feat/tetragon-portal commit onto fresh main (CHANGELOG bullet re-homed under Unreleased; guard list merged with the newer guards). Pairs with seanfarm PR #852 (tetragon-argocd seed).
