Adds dashboard-https/dashboard-http listeners (34/35, appended -- no renumbering of the existing 34), a dashboard-gateway-tls Certificate following the komoplane/pipelines shape, and the portal apps.json card.

allowedRoutes is hardcoded to the kubernetes-dashboard singleton namespace (no per-tenant patch needed, same as komoplane/registry/pipelines).

Verified: 98/98 fmt-arg parity (tests/check-composition-fmt-args.sh), 36 listeners with no duplicate names, dashboard-certificate placed after pipelines-certificate, full tests/check.sh passes.

Companion seanfarm PR (Dashboard app + HTTPRoute) depends on this landing first.

so the seanfarm-repo Kubernetes Dashboard Kustomization has a working
Gateway attachment point once this lands.
