docs: truth-sweep for the de-alice era ... 278288e26a

cnpg-platform -> cnpg in the XPostgres rows; drop the retired XStaticSite
catalog row; record that ForgejoPushMirror was retired twice (reverter, then
the branchFilter retry whose master-prune codeberg atomically rejected while
the CR sat Ready); trim the sentinel list to the survivors.

cleanup(portal): narrow apex listeners to bare staticsite ns ... 1b2c2c03b5

ns staticsite-alice is retired; the dual-run window is over. Apex
allowedRoutes drop to the singleton, matching every other listener.
