feat(portal): wire dashboard.{parentDomain} for the native Kubernetes Dashboard ... 01a0286f16

Adds dashboard-https/dashboard-http listeners (34/35, appended -- no
renumbering of the existing 34), a dashboard-gateway-tls Certificate
following the komoplane/pipelines shape, and the portal apps.json card,
so the seanfarm-repo Kubernetes Dashboard Kustomization has a working
Gateway attachment point once this lands.

allowedRoutes is hardcoded to the kubernetes-dashboard singleton
namespace (no per-tenant patch needed, same as komoplane/registry/
pipelines). Verified: 98/98 fmt-arg parity (check-composition-fmt-args),
36 listeners with no duplicate names, dashboard-certificate placed after
pipelines-certificate.
