feat(portal): dual-attach forgejo and argocd routes to the new gateway ... 215ef5258d

Phase 3 of the ingress-spine move: the four composed HTTPRoutes (code.sean.farm
+ argocd.sean.farm pairs) gain a literal parentRefs[1] at portal-gateway in ns
portal. The tenant fmt patches only write parentRefs[0], so the new entry is
patch-safe; parentRefs[0] and its patch drop at drain.
