feat(argocd): safety floor + listener widen for the bare-argocd move ... 9aac0f8c92

All 9 XArgoCD-composed Objects gain deletionPolicy Orphan so retiring the
claim/XR can never cascade-delete the live install (today the cascade would
take the ns AND the prune:true Flux Kustomization — the whole install and
all 23 Application CRs). The portal argocd listeners widen to admit both
argocd-platform and the bare argocd ns (staticsite precedent), dropping the
tenant map patches that would re-inject matchLabels.
