cleanup(argocd): retire the XArgoCD surface ... 64c4710e33

The bare-ns argocd install is live and owns all 23 Applications; ns
argocd-platform, the old flux Kustomizations, RBAC and routes are gone
(composed Objects were deleted under the Orphan floor). The claim, XRD and
composition go away, and the portal argocd listeners narrow to the bare ns.
The paused XR completes its deletion once this lands (unpause after).
