cleanup(portal): retire XPortal — the ingress spine is plain Flux ... a6336a8afe

B6 of the portal move: every hostname resolves only the new gateway's IP
(apex adopted by external-dns), every route is single-parent on ns portal,
in-cluster DNS is flipped, and all 17 certs are adopted in ns portal with
zero re-issuance.
