Removes the dashboard-https/dashboard-http listeners, dashboard-certificate, and apps.json card. The Kubernetes Dashboard app itself is being removed (companion seanfarm + sean/ory changes).

Verified: 97/97 fmt-arg parity, listener count back to 34, no dashboard-certificate resource, full tests/check.sh passes.
