feat: greet in Hallo + a zelnet refute screen-test 527126249c

fix: add .vscode/rpglint.json so the RPGLE lint gate passes (v0.1.3) ... 96f221002e

Every build was failing at 'Unable to locate rpglint.json' — the ibmi-rpg
pipeline's pre-compile rpglint gate needs the config, and rpg-hello (unlike the
other rpg-* projects) never had one (its 0.1.x releases predate the gate). Add
the standard sibling ruleset. Bumps to 0.1.3 to ship the Hallo greeting + the
zelnet refute screen-test that this branch added.
