chore(staging): open v0.1.4-dev dev cycle e8f972ef11

release: v0.1.4 — run the behavioral Hallo reel test + ship the reel ... 158a30d920

Now that the sensor uses pipeline-test-ibmi-behavioral, cut a release so the Hallo
screen test (expect Hallo, refute Hello) gates the release and the recorded reel is
attached to the gallery (like rpg-demo/munchers). No RPG source change since 0.1.3.
